Many parents are too busy to watch over their children. Most of them don't even communicate with their children. Kids need a lot of attention and guidiance from adults and they also need an elder to talk to once a while. What happened to parents responsibility on their own children?
Do you think imposing curfew would stop minors from staying our late and keep them out from trouble?

Initially might have effect on them kids, but I don't think it would last... kids are adventurous and love challenges, curfew is just "chicken pea" to them!:p
The root of evil still very much depends on how's the parents bringing up their kids!
